Nightwing is considered Batman's equal and bested Batman in their last encounter. Nightwing would win. Terry might have better gadgets.

In the movie it doesn't really make sense, the fact that Joker manages to beat Terry, considering the amount of buff guys he faces on the actual show.

Terry gets my vote because some of his gadgets are really good in comparison. Plus if we're using the Batman Terry from the comics, I think he should win this with ease.
