Most boring villain

Goin with Anime Frieza

His ugly face & fillerZ aside, he has practically nothin goin for him, esp in his 100% state

1. Couldn't finish Goku in his much-glorified Full-Power
2. Never got his wish fulfilled by DB's despite them being in his hands over 5 occasions
3. Zero display of smartness or sly cunningness (in his bulky 100% state) which made Frieza in general such an iconic villain
4. Wild & stubborn short-sightedness upon Goku not only defeating him, but saved him.

Not askim him to be YYH villain, like Sensui to have sudden change of heart at last moments of his life. But Frieza certainly could've used some of his CNS & PNS to develop his feud with Goku further

Freeza is definitely not the most boring villain. He has a personality unlike the other villains which you yourself have described as "stubborn short-sightedness". Let me counter your points:

1. Neither could King Piccolo, you saying he's a boring villain because of this?
2. The point of the story was to not let him get his wish. Vegeta never got his wish either.
3. His arrogant style (visibly shown) is the reason he was never smart when anger clouded his judgement.
4. A bad guy will always be a bad guy. Freeza was probably the baddest of all villains in the series who was fully aware.

As for topic I'd say maybe Android 19 is the most boring villain. He shows absolutely nothing personality wise (he's a machine that follows orders). The only redeeming fact about him is the fact that he tried to flee when he knows Vegeta has him beat.

Thats what I meant.

All those points I mentioned were intertwined to his 100% form

U can say Kid Buu falls under same category

But hey, that guy never displayed any smartness in the 1st place to be relagated at the background. He wants entertainment & would go to any extent for it

Guess even Toriyama struggled writing/drawing 100% state Frieza as he offers most blandest/boring traits of villain

I don't support the notion that you split a character into different times of his life. If you are to review Freeza as a character, do it fairly and as a whole.

That said, could you mention a few differences between Manga and Anime Freeza?

Frieza is the best and most iconic villain IMO, he represents the word "villain" perfectly but I won't get to detail just now.

For me the most boring has to be Garlic Jr never really liked the guy although his filler arc was quite interesting.

Vegeta and Freeza for me. Their arcs went on forever and they weren't particularly interesting or entertaining as villains.
Plus Toriyama wrote villains like King Piccolo, Cell and Majin Boo with a lot more respect, and didn't make them die like cowards or weaklings, as opposed to Vegeta and Freeza who got beaten up and were left without dignity. Even when they made their comebacks as bigger and stronger threats, they got wrekt fast just to show off how powerful other characters were.

The bigger the villain, the great the fall. I think Freeza's defeat against Goku portrays the tyrant perfectly. He has never been defeated his entire life, always been the strongest tyrant. I think he acted appropriately with the events happening to him.

Look, im a MBBS student & I couldnt be bothered at reviewing Frieza

I dont care ur notion as well.

DBZ Anime has the tendency to drag Manga's water-tight pacing into at least 5 episodes.

However, AT's Manga itself dragged bigtime during Frieza vs Goku (post SSJ) which made some of the impactful events being drowned in the fillers

Frieza's charactetization was no differet. Right frm his intro to his decisison to blow-ip Namek'core. Rocking would be an understatement

Its just that all those unique traits were thrown outta window upon him hitting his 100% Bulky form. None of the smartness he showed earlier were visible at this specific period

DBZ's exaggerated "aahing" syndrome with staring-contests were abundant with Anime Frieza

The fact he just wouldnt shut-up screaming Namek's goin to blow-up in 5 min...then..3 mins..then..2 mins...3 GODDAMN episodes, then 1 minute...simply removes every credibility the countdown to Namek's explosion had.

As I said, guees even AT struggled with Frieza at this time
