Are Power and Powelevels two different things?

I believe so, why? First of all, lets clarify a few things. 'Power' is usually mentioned along with other terms such as speed,agility, intelligence etc. A prime example would be Cell mentioning all of these would be included in his perfect form. 'Powerlevel' is usually refereed to on its own, the only thing is that power levels were only mentioned in the Saiyan-Freiza sagas an nothing after that, but I will use the limited number of examples anyways.

Now, Cell stated Trunks surpassed him in power but he was faster. This proves that power does not encompass speed,agility, etc. Cell wins obviously meaning power is not all that, but contrary to this someone with a higher powerlevel has never lost to someone with a lower power level (Perhaps Zarbon vs Vegeta but Zarbon having a higher power level is not proven) in all of DBZ. Therefor I believe 'Powerlevel' contains all of the elements of battle, that it includes: Power, speed, agility, etc. Which would also explain why the uses of scouters so carelessly rely on just power levels.

Therefor someone with greater power that another does not mean they are stronger and that they will win, but someone with a higher powerlevel means they are greater in almost all aspects of fighting.

I know this seems somewhat pointless, but I like describing the unsubscribed from DBZ. What do you guys think?

Generally speaking - "power" and "power level" are mutually interchangeable. Trunks in his bulked up USSJ form was an anomaly because it inflated his physical strength while negatively impacting his speed. I assume his actual power level increased since Piccolo made note of it from a large distance up on Kami's Lookout, but that may have had to do with Trunks condensing his power into his muscles instead of distributing it evenly as would a normal Super Saiyan. It could tie back into what Raditz made a note of when describing how Goku was concentrating his Ki into one spot, thus making it stronger.

Strictly speaking, "power level" in Dragon Ball is just a basic measurement of how much raw ki a character has at their disposal. It doesn't measure or determine how they actually use it, or what their natural strengths or weaknesses are. Two people with identical power levels could very well be noticeably different in strength, speed, durability, and things like that. It's why I maintain that boiling a battle down to nothing but a comparison of numbers and the "gaps" between them is dumb and counter-productive.

They might be related, but the term power can be used for many other things that are not related to power levels.
