Then keep improving. Don't just have the character make a sudden face-heel-turn due to the lightest of circumstances. Ones he shouldn't even be that surprised about now a days.
He does continue to improve. Majin Vegeta was a set back because he hadn't let go of his desire to surpass Kakarotto.

Building up is something important to character development and characterization. Without it, you get a rushed mess and its better to see Vegeta's development into this side of his then to have it just appear as "shock value"

That's not a requirement though. We see Vegeta struggle with his decision, and the audience is given ample time to understand why Vegeta did what he did. He acknowledged that he made a mistake and he feels responsible for the trouble he caused. He was so afflicted by this, he chose to take his own life to protect the people he loved. I'm sorry, but I don't see Cell Games Vegeta sacrificing himself to save his son or Bulma.

Again, build that up. Show reasons for this, show us why Vegeta really feels this way. This is something that apparently many Shounen series seem to have an issue with. They feel that they can add just a last minute issue of so called "development" and that's enough. We spend the entire ordeal with Majin Vegeta talking about how he wants to be evil again and defeat Goku and all that jazz.

Again, that's not necessary. It should be readily apparent why Vegeta chose to be possessed by Babidi upon the reveal that he had. The tension between Vegeta and Goku has been readily apparent since they first met, and now Vegeta is finally given that chance to face him, but for only 1 day. We don't need to see Vegeta's internal struggle, his past should be enough to go on, and even as a kid I understood why Vegeta chose to be possessed by Babidi, despite the fact he had grown accustomed to life on Earth.

Then it's all "nope, I don't want to actually be evil..." what is then? There's got to be a reason for Vegeta make these rash decisions that...I repeat...have almost no build up.

He chose to be possessed because he wanted to fight Kakarotto. Vegeta going back to being evil was not his primary concern, but at this point, he'd do anything to finally beat Kakarotto.

Then build it up. I can't say this any other way. Vegeta's development, the same with everyone else should be thought provoking and show the change over a period of time. This so called "demon" was a head on collision which Vegeta in a very short period of time, with almost no effort on his part, surpassed. This is what it boiled down to.

Vegeta: I want to be evil.

Goku: You're wrong.

Vegeta: I am.

End development.

Again, not Vegeta's primary concern. He just wanted to beat Kakarotto, and he'd do anything to beat him. Goku saw through this excuse.

V was desperate to prove himself and what he believed to be his destiny, and to have in his sole domain the unquestioned power that Freiza held over him his whole life. He was insecure and a bit whiny, but I guess it makes sense for his character in that place of his development.
