Hes from the one piece series. Basiclly Garras counterpart of the series but a bit cooler.

Garaa's advantage would be that he can do a bit more with the sand; he can use other particles like gold and other higher density particles to formulate a strategy. Crocodile's advantage is that he can become sand itself... So sand really won't hurt him. In the end sand should be able hurt Garaa, granted he's caught off guard against it.

Crocodile's disadvantage is a bit ridiculous though. Throw in a bunch of water and the guy could probably get beat up by a chunnin.

So in a desert where there's no water I think Garaa just wouldn't be able to hurt Crocodile, while in a more neutral environment Garaa can just manipulate his surroundings to throw water at Crocodile and win handily.

I definitely am hesitating to call them counterparts, aside from sand they're very different.
Crocodile has some scary weapons, like his right hand and hook, but I don't see either bring the defining factor here, even of he was to touch Gaara he still has sand armor and such, and is unlikely to let him this close in the first place, especially with the mothers protection. His Gold Dust likely gives Crocodile some trouble as well.
On the other hand Gaara can't hide very well, he might be able to trick him with sand clones but I'm not sure I find that likely. Crocodile seems to overall have an edge with turning into sand, and attacks that don't rely on stand being more so in his favour.
I think Crocodile probably takes this barring environment and stuff.
