At their best... Hmm...
I'm gonna say Chun-Li, her energy attacks can destroy multiple cars, she can keep up with Chi-Chi fairly well, and she's certainly the more experienced and the more skilled fighter of the two. That said I can easily see this going the other way simply through more stats on Chi-chi's side.

The Last GT Fighter

Technically Chun-Li has range, Chi-Chi might have her on agility, but Chun-Li has the experience. Though she didn't finish her training. Close match, slight edge to Chun-Li (Assuming Streetfighter IV or beyond)

I would say Chi-Chi because being Goku's wife for life is already a pretty huge feat, but nah, the Strongest Woman in the World wins this fairly easy.

Li has some awesome attacks and ki blast thingy that she does.

Doubtful, when Roshi of all people praises Chi-Chi as a master.

Roshi did say she was a good fighter, but said get techniques resemble the title hermit school, their brand of teaching (if Goku and Krillin are any indication), is more or less physical training... And that's it, not even some Karate Kid stuff.you are more or less there specifically for a training regimen to improve your body. He can easily be referring to her strength and speed rather than technique. Really to be honest Chi-Chi could easily have just worked out enough to crush the preliminary fights.

Not only that but Chun-Li has to fight with the World's strongest plenty of times, while Chi-Chi has done so more or less once.
