What is meant by if someone 'a' called someone 'b' "his a great warrior"?

Piccolo: If 20 had stood his ground, he'd have been beaten Vegeta easily. It was a beautiful bluff... he truly is a great warrior. He might have surpassed... even Goku.

Is Piccolo talking about power or as a warrior?

I think Piccolo was referring to Vegeta's cunning and adaptability. He knew that #20 had the advantage in power after #19 had drained him so he took the sensible option in not openly challenging the enemy. Instead, he opted to pull a feint and compel him to retreat while gathering back his strength before going on the offensive again. It was actually a good strategy on Vegeta's part because he really was weakened, and that sort of intelligence didn't go unnoticed by Piccolo. Being a warrior isn't just about strength. You need to be able to think on your feet while picking and choosing your battles.
