Which game was a bigger improvement over it's predecessor?

These games are notable for being a huge improvement over the games they succeeded but which one had the biggest jump in quality?

Super Butoden 2

This game improved the fluidity of the controls over the first one, added the ability to build up ki, made jumping more stable, and refined the graphics.

Budokai 3

This game had combat that was faster and more fluid than the first two games, the ki system was revamped completely, there's more defensive and maneuvering options (timed dodges, teleport counters, the ability to fly into the air freely, etc.), the basic moves shared between characters were much more personalized (as well as many special moves), the graphics improved the already stellar ones from Budokai 2 even further (EX: The aura actually look like they do in the show), and the campaign mode had more a lot replay value than the first Budokai's yet was more streamlined than the tedious Dragon World from Budokai 2. B3 was the first known DBZ game to subvert the "Fans Only" Label.

Last but not least those who own the Japanese version, Collector's Edition, or the Greatest Hits version get extra stuff including an additional movelist with all the basic move, combos, and priorities.

Budokai Tenkaichi 2

This game deepened the combo system from the first Tenkaichi game, added in a bunch of new defensive and maneuvering options, made the graphics less blocky and more vibrant, and added in tons of new content for hours of great unfrustrating replay value (even if Dragon Adventure was a bit long-winded).

Never played Super Butoden 2 so can't say much on that.

For me, It's definitely Budokai 3. Not only is it a massive improvement in the likes of gameplay but also characters, replay value and even nostalgia. When Budokai 3 first came out in the USA, the episodes of the Super Yi Xing Long/Omega Shenron hadn't even come out yet here I believe. So when I get the game and I see this "Omega Shenron" character I'm like...

"Who the s*** is this guy?"

This was well before the times when it was easy to know was going on in the original series at the time so for us Western folks, we were getting stuff that we honestly hadn't even heard of before. So it made the experience much more memorable at the time. The game had everything. It was wonderful to at long last see Freeza's other two forms that had seemingly been lost in transition. Not only that they even went as far as to utilize Third Form Freeza's specialty in his Dragon Rush. I mean that's just attention to detail and stuff right there.

It just made everything great. From the profound to the minute, it took everything from the previous games and just made then 100x better essentially.

i'll go with Tenkaichi 2. it's also my favorite of the Tenkaichi series.
It was just a huge improvement and i think 3 was more of a downgrade.
