Cell kind of abandoned the Cell Games idea after the ring was destroyed. To be honest, the entire idea of a tournament didn't really matter in the first place. He was more interested in being able to fight strong fighters one on one in order to test his own abilities against them. Even Cell got sick of the idea of a ring half way through his fight with Goku because neither him or Goku could fully use their abilities while being confined to invisible parameters. Even if Goku or Gohan had lost due to something as trivial as a ring-out, they'd still try to save the Earth. Them losing due to a stupid reason like that wouldn't stop them from doing so. I think Cell just set up the Cell Games so that he'd have everyone he wanted to fight at the same place and all opponents would be at their best, due to it being a time and place for them to be. His real plan was to simply have them gather all in the same place, I don't think he ever had any intention of following through with hosting an official event. Mr. Satan showing up was simply a fluke. I'm pretty sure that Cell didn't expect anyone to show up aside from Goku and the gang. Edited by Ketchup Revenge, Aug 8 2015, 10:52 PM.

After Cell decided to destroy the ring, there was only one real rule: overpower Cell or die. Anyway, the CG was just Cell's way of flaunting his "perfect" power for the world to see and an attempt to find any worthy competitors |

It's interesting how Goku was so adamant about having a fair and proctored tournament match against Piccolo Jr to the point where he allowed him a free punch to compensate for Kami's interference and was still asking the announcer to count when Piccolo was seemingly down for the count. This is happening after the entire island was pretty much vaporised and only the foundation of the ring is still standing. I wonder what could have changed Goku's stance on having a fun competition between the 23rd Tournament and the Cell Games. Both enemies were pretty much intent on wiping out all life on the planet. The only difference is Piccolo being interested in conquering the world instead of destroying it, which isn't much better because humanity is doomed either way. |

I say cell won. Goku interfered in the fight and IT'd him to king kais planet. Technically speaking, tournament rules, Gohan is disqualified. |

I'd say Raditz, Nappa, Vegeta, Frieza, Cyborgs and Cell changed his stance and seeing how much more evil they were compared to Piccolo. It's obvious they really opened his eyes to how bad guys are. Personally, Kakarrot is still optimistic by this point, but he now also has seen the very cynical side of life. At least that's how I feel. |

That'd only disqualify Goku, if he was still in it. Chaozu's and Kami's involvement in previous budokais never disqualified anyone, because the person currently in the match didn't ask for their help, or even know it was coming. Gohan didn't break any rules, Goku did. |

Suppose you're right in your examples! But goku had already lost his fight. Goku is out if the tournament. Then he interferes on behalf of Gohan. How is goku disqualified from a tournament he already lost? Goku interferes so Gohan doesn't get beaten, it's completely against cell, so it makes sense that because Gohan received the benefit of gokus help, Gohan is disqualified. The result was inevitable, pending even! |

Cell said he was changing the rules after he blew up the ring to basically no holds barred. Also if were disqualifying Gohan for help we need to disqualify Cell for the Cell jrs. |

I'm not sure about the english version but I'm pretty sure that in the german version Cell said that you loose by either getting hit out of the ring or dying, that was before he blew up the ring. And after he blew it up there was just the 'dying' rule left. So yes, Gohan is the winner |

Cell says "Now the whole Earth is our ring" in Viz. He does say immediately after "Now one of us will have to admit defeat or die", but that's likely because he didn't actually expect anybody to leave the planet. The main point though is that he did declare a new ring, and he went out of bounds of that ring. |
