Nail was 42,000, do you really think Piccolo was only 42,000 points lower than 2nd form Freeza before the fusion? It is more likely multiplicative or some form of exponential increase. It is fusing mind, body, and soul. Nail and Kami cease to exist once they become part of Piccolo. It's mystical, don't worry about it.

Did the manga explain why Piccolo joining with Kami in the Cell arc made the increase so much? Mami said his body was younger and more powerful then him so I guess that's why. But this could also mean if Kami was the host then the resulting fusion would be weaker.
