Something also mentioning is that most people believe that Full Power Super Saiyan needs to be achieved before SSj2 can be, and given that Goku's Kamehameha did serious damage to Cell when he himself could not, there's evidence of attack amps returning after FPSSj is achieved.
Evidence to no amps in regular SSj is that Freeza could push back SSj Goku's Kamehameha, and we know he was weaker than Goku.

SSj2 indeed can only be 2x SSj, but attack amps returning with these higher forms can make it (and SSj3) appear much stronger than the suggested gap over the weaker form.

You're right. Just because Vegeta or Frieza could destroy Earth doesn't mean they could blow up Jupiter, or the Sun, or a red supergiant like UY Scuti that has a volume 5 billion times that of our Sun. Just look at this picture for perspective.

Could Beerus or Whis destroy that? I know they're the most powerful entities introduced so far, but new planets and stars are being discovered every day that dwarf the previous record sized formation in the universe.

Goku did train his base after Freeza; He did so with Piccolo and Gohan while preparing for the Androids and while training with weights on his limbs in the afterlife with King Kai. Oh, and there's also both Goku and Vegeta training while in base in Dragon Ball Super, so your theory is on shaky ground already from the start.

Cell's 900 million power level comes from an obscure japanese video game, I think it is as valid as DBZ card game power levels, in that, it isn't.
