How often would you say this rule is in effect? Is it taken seriously all the time? Panel #6:

Doesn't this rule get broken all the time? |
Piccolo: Just how many people have you sacrificed?! Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power. | |

Well the first instance of an actual group of fighters coming together to defeat a more powerful force threatening the planet didn't occur until the Saiyans. Everyone was eager to train so they could contribute to the war effort. Back then, the humans felt as though they could make an actual difference and relative to later arcs, they weren't so inferior to stronger characters like Piccolo that they were told to remain behind (except for Chiaotzu). The Planet Trade Organisation and Frieza's empire was an unexpected surprise on Namek. Half of the Z-warriors died in the Saiyan battle and Goku was severely injured to the point where he needed to be hospitalised for over a month, which left just Krillin and Gohan to journey to Namek so they could use their Dragonballs to resurrect everyone. I doubt they were expecting to come across any hostile forces, much less Vegeta or the group he was affiliated with who happened to be far superior in strength and numbers. It was a kill or be killed situation that was thrusted upon them. With the cyborgs, it was the first time since the Saiyans that everyone was alive and had prior warning to know that they must train to survive. The humans were already being outpaced by the Saiyan fighters and Piccolo so they may have felt less compelled to push themselves to the breaking point since the world's safety wasn't resting on just their shoulders anymore. Sure, they would arrive onto the scene to offer what help they can, but the knowledge of having Super Saiyans and a powered up Piccolo on their team acted as a security blanket for them. Once they realised their presence didn't make much difference in battle, they backed off. It was like this for the Buu arc as well. The only ones who ever actually fought the enemy were the Saiyans unless you count Kaioshin trying to stay alive against Buu and Tien's Kikoho shenanigans as breaking the stipulation of "only so and so is allowed to fight". |
