Luke. Maul kinda sucks, especially in the first movie.

Luke sucks too. Umm, Maul has more experience and the Dark Side of the Force. I don't think that Luke is ready yet.

Maul got beaten by Jedi which level was way below Luke's. Add his training with Kenobi and Yoda plus the defeat of Darth Vader himself while also the fact that he withstood Sidious' Force lightning powers. Maul loses.

Half of this in your post never occurred in The Empire Strike Back, therefore the version of Luke we're discussing his weaker and inexperienced as a Jedi, even with that small amount of training and guidance from Ben and Yoda.

How do you know this? At least we know Maul can take a Jedi Master and Padwan simultaneously, all the way to the death. Maul killed a Jedi Master before he almost killed Obi-Wan, who was nearing the Master stage himself.

I don't even think we can properly call Luke a Jedi, especially if he's still hoping to be one like his father in Return of the Jedi.

Obi-Wan was nearing Knight level also Luke wasn't a match for a toying Vader, Maul destroys him.

Luke in Empire isn't anything special, in fact probably isn't even comparable to the average Jedi, and Maul is an experienced Sith, so Maul should crush him with ease.
