During the beam struggle between Cell and Gohan...assuming Cell was pretty much stuck in position until he overpowered Gohan, Vegeta's distraction allowed Gohan to win the day. What if Vegeta pumped himself up to ssj grade 3 and Final Flashed Cell with everything he had? Could his beam have destroyed Cell as well if he was fresh?

Given that Vegeta was in base when he originally attacked Super Cell and distracted him, I wouldn't put it past him to do damage to Cell if he were in Grade 3.

However, Cell might've sensed Vegeta's transformation, and could sense him gathering his ki for a massive attack.

The entire purpose of him attacking Cell in Base seems to be the element of surprise.

An all out Final Flash in USSJ may have been powerful enough to leave a mark on Cell while he's distracted. Still, even off-guard it would hardly be a significant threat to an SSJ2 tier opponent. Perhaps it would leave burns comparable to the ones caused on Frieza's hand in the aftermath of the KKx20 Kamehameha, nothing much more significant than that, however.

It was. A good addition IMO, but anime-exclusive. Vegeta was the only one who attacked Cell in the manga. The anime made that beam struggle really long, too. It was a few pages in the manga.

It's hard to tell which form Vegeta was in anime-wise. It looks like Super Saiyan but it also doesn't.

Yeah, it seems Cell didn't even sense Vegeta. Vegeta must have sneaked him good, which doing so I know base makes the most sense.

It's hard to tell which form Vegeta was in anime-wise. It looks like Super Saiyan but it also doesn't.
He transformed into a Super Saiyan immediately before his sneak attack, so I'm simply going to assume that he was Super Saiyan when he attacked.
