Shenron got destroyed by freaking King Piccolo, man. Just because the writers of GT gave Shenron much more agency than he could hope to dream of having in canon, doesn't mean he's strong.

Honestly I think the answer is "what do you think is cannon?" Iirc Toriyama also stated fans could think of it as cannon if they want, so it's up to personal preference(?)
