GT just scales itself in way where it's hard to keep the gods below him or even Super Yi Xing Long. That being said, the gods aren't really quantifiable so it's really anyone's guess. I guess if we're talking actual characters in Z at their best, and not theoretical fusions and such, it probably comes out to 1. Whiss 2. Beerus 3. Tenacious Goku 4. Vegeta or Frieza (Haven't seen the new movie, gonna watch it in theatres next month) 5. Gohan By GT it goes Super Saiyan Four Gogeta Omega Shenron Super Android 17 Son Goku/Prince Vegeta Nouva Shenron/Baby Vegeta Special Mention to Ultimate Red Shenron for having like God Magic.
