Korra was much weaker then Aang at that point. Ozai stomps here, Tenzin was having his way with Zaheer.

Tenzin would rip Oazi's head off and feed his brains to Meelo. Zaheer would handle Oazi, albeit with a little more difficulty.

This ....Zaheer "defeated "a poisoned avatar, on the other hand Ozai was hopeless against Aang. Its up to the venom, and how well Korra was poisoned.

Avatar Korra/ book 2/ > Avatar Aang that is stated. But we all know that after the clash with the spirit Vaatu, she clearly lost the connection with the past avatars, so that might change the list above since Aang clearly had the connection in his entire life.

So by this logic Avatar Aang> Avatar Korra/ book 3 and onwards/

Now we have Zaheer a master airbender stomping a poisoned avatar. We have to assume that Avatar Korra> Avatar Korra poisoned. Although Zaheer won the fight it was not his victory. I mean he just let the poison to defeat her. He was not do anything but evade and flying.

Ozai was utterly hopeless againts Aang, but at least did something to the more powerful Avatar

Avatar Korra book 2 > Avatar Aang prime > Avatar Aang book 3 > Avatar Korra book 3 > Avatar Korra poisoned > Zaheer.

That is sure. Placing Ozai here is a bit difficult, since we dont know the gap between poisoned korra and book 3 Aang

Korra in book 3 should be around Wan while Aang is the 1000th Avatar, Ozai might have had a chance against Aang if it was just Aang and Ravaa.
