Since when could Master Roshi with a power level in the hundreds take on Frieza Soldiers in the low 1000s or higher?

Did AT do this on accident?

Might've been, but to be honest, Roshi was buffed. We all know his PL increases when this happens.

I'm pretty sure he introduced them to show how silly they are.
But aside from that, he's a pretty forgetful person, he likely forgot the ABSURD power gap between Master Roshi and random mooks.

Though that is true, he might have gotten stronger, though he seems to have stopped doing that, at last as much as he once did.

Sometimes authors ignore continuity in order to serve the plot at the current time. One example that always comes to mind is in Buffy the Vampire Slayer where Buffy fights a much hyped Turok-Han and has a hell of a time beating it, then in the final episode there's an army of them and the "potential Slayers", who are leagues beneath Buffy, are able to handle them. Joss Whedon has gone on record saying he recognized this but plot was more important than consistency there.

Long story short, Roshi being irregularly strong could've just been for the movie and not a true representation of his normal strength.

He had less trouble than Krillin did with them. Krillin needed Gohan to bail him out, Roshi did not

I wouldn't mind seeing Roshi train in DBS.

It's likely a bit of an oversight, but I don't think it's too far-fetched that Roshi's been training a little on the side.

RoF's portrayal of Freeza soldiers is bizarre. Reasonably, that whole ordeal should have been resolved in about ten seconds, one panel in the manga adaptation. It was a big waste of time. Very GT-esque with powers as well.
I love building PCs. If you have any questions about it feel free to ask. I can help you with almost any kind of PC you'd want to build.

Roshi is comic relief. I wouldn't take his scenes too seriously. It just entertaining to see the old master join in on the fight and do his goofy stuff
