Google Chrome	This is a little bit different from normal battles. Senator Armstrong will first try to talk to his opponent and has twenty minutes to convince them to join his cause. If this fails, he'll try and beat them into submission. The people he's talking to cannot attack him during the speech. The ones he has to try and recruit are Lucy from Elfen Lied(she is not in meltdown mode so that can actually hear him out), Alex Mercer from Prototype, Frank Wesker from Resident Evil, Greed from FMA, Ozai from ATLA, and Alucard from Hellsing(Pre-Schrodinger so he can actually give a damn). How many, if any, can the Senator recruit with the power of nanomachines and speech writing?

Alex I can see possibly getting convinced in the 20 minutes, especially if it's just after the end of the first game, possibly in the second as well. Ozai I don't think will join even when Armstrong wins(via shere tankiness and strength) at minimum he'll be like starscream, ready to betray him at any moment. My knowledge on Wesker is limited but from what I know, Armstrong should be able to beat him down if words do not work. And I know very little of Greed and Alucard so I can't really comment.
