Google Chrome	Shinnok is at the power he was when he fought Raiden in the past, Lucy is at her power when she tried to lifewipe. If either gets stomped, they gain full powered Shao Kahn(not Blaze or Earthrealm powered)

Google Chrome	When he fought Raiden, he nearly destroyed the Earth as a byproduct of their brawl. It was so bad, Reptile's race had to evacuate the Earth. Shinnok also killed Lucifer and took over Hell. Shinnok is also extremely intelligent and was able to manipulate Sao Kahn and Raiden into weakening each other. Also, his amulet, even when used by a complete noob like Mileena, can obliterate entire armies. When Shinnok has it, he can do far better

Which sucks for her because her strongest is also when she's physically melting. Though even if you don't include that into the fray, Kaede at her most powerful is more or less just lashing out at everything. Even if you infer them to have a similar level in destructive power, I'm sure Shinnok's intelligence and overall combat ability easily overwhelms her own. It doesn't help that by this point, because she's overusing her powers that her vectors are actually visible to the naked eye which makes their advantage of being invisible obsolete. I've said it before, Kaede has almost zero fighting skills and most fights that she can't by beating them up is to be pragmatic and try to turn the match around. And a good chunk of those "Pragmatic" fights are those that she was previously getting her pale little butt whooped. SO in the end she doesn't have it looking too good for her.

Google Chrome	Would the vectors be able to block a blast from Shinnok's amulet? I mean, I know that blowing away an army isn't extremely impressive, but it's a lot of AOE, so I'm not sure if her vectors have enough coverage to block a blast that large

The most her vectors have blocked as a small missile blast. That doesn't really compare to something that's blown away an entire army. For something like that, I would assume the size and kinetic scope of the attack would essentially break through her defenses.
