Beerus sure as hell isn't going to be below Chi Chi of all people from what we've seen so far. Beerus level is different. Hes like a outliner since he's not Earth's protector or a good guy.

Made up this random hatred of fighting during the Cell Games and just freaking ran with it.

If they do, it means that the series will be continuing the viewpoint that power is best. If Krillin and Piccolo stay weak, they'll have to be more strategic and cunning instead of being all-out brawlers like Goku and Vegeta. But yeah, the problem is that with Dragon Ball it really is the power that matters most. Tactics are a last resort, only relevant if you're on equal footing or inferior to your opponent power-wise. No amount of cunning will save Krillin if he's a million times weaker than his opponent.
