Both can summon minions as they please.

Round 1: Takes place in the Shadow Realm
Round 2: Takes place in the Netherrealm

He could have one of his minions play for him or just stall for time while his minions attack.

I don't think minions are allowed to play shadow games. It apparently doesn't actually have to be between Pharaohs and Priests, but I don't think you get the option to substitute yourself with one of your faceless minions during a shadow game.

The revenants aren't really faceless though, they are semi-independent of Quan Chi.
