What if the British had left Napoleon alone?

Lets say that Britain stays out of France's business during the 19th century. What further impact can Napoleon have on France and Europe?

By the time he was banished to Elba, he had already brought France out of revolution. He took over a failed state and transformed it into a modern super power. He reformed the whole legal system in such a way that the Napoleon code is still being used to this day. I never like to rave about his military success. By today's standards he did things that would make him a war criminal. I much prefer to praise him for his domestic success. The other leaders in Europe were at least 200 years behind Napoleon when it came to running a state properly. They actually put that fat embarrassment Louis XVI back on the throne after Napoleon was banished. They genuinely thought that was a sensible idea. That's the level of enlightenment they were at compared to Napoleon.

So what happens if instead, they just let him be?
