Favourite Manga Hate them.	No I don't think Cell can do it because of Piccolo's cells. Because then Piccolo should also be able to generate Piccolo Jrs. It's probably a separate mechanism. But, I could be wrong.Maybe it does use the Piccolo's cell's.But, it probably only uses the 'regenerative property' as a framework to devolop Cell Jrs. Dr Gero must have probably heavily modified and enhanced piccolo cells to help in conceiving Cell Jrs.

There's no reason to believe that Piccolo Jr can't do it. So I think it's entirely possible that Cell got this ability from Piccolo, the only real difference is that there is no egg.

Google chrome Favourite Manga Dragonball	I personally thought it was because he had both 18 and 17 inside of him the reason because: Why didn't semi-perfect cell create semi-perfect cell jr to help him against vegeta? Having 18 and 17 makes him asexual also asexual creatures descendants are indentical to there Parent when they grow up so probably if the cell jr did grow up they would be the same as cell. Would have been useless since they're far weaker than the actual Cell. I was under the impression that they wouldn't grow up really, they were his "children" but more so his minions, much like King Piccolo's they'd likely function the same way. But yeah I'd say it's definitely based on that unused Namekian ability just Cell's is notably different because...well, he's notably different.
