Why did Akira Toriyama decide to go in that direction?

The 1st Super-Saiyan Goku transformation against Frieza, aka NormalSSJGoku because he is...normal. I agree, I don't know what AT was thinking. For me NormalSSJGoku > Bills, because NormalSSJGoku is normal.
