Firefaux Favourite Manga Nein	At the time of Frieza, even their latest model exploded at a power either approaching or exceeding 500,000. It managed to register a power influx as high as MSSJ Gohan without breaking. The Planet Trade Organisation with all of its resources and vast expanse of knowledge should be able to come up with something better than whatever an old scientist living out in the mountains creates.

I theorized the same. Then again, it could have been a non-portable scan that detected Frieza's level. Although, Frieza doesn't specifically say it was a read level. He merely speculates that in that form his PL would be over 1,000,000.

Toriyama said something like that in an interview. It seems like power levels rising at breakneck speeds faster than the scouters could measure is the source behind them breaking.
