Google Chrome	He clears. You didn't stop him from using Paralysis Arts, so he'll just paralyze the ones he can't Time Stop on and then use the broken combo on everyone else. Also, I'm willing to bet he could take Oozaru Vegeta by time freezing and then chopping the tail

Burter and Jeice heavily implied that Guldo's time freeze was a last ditch desperate technique that he rarely uses, and considering their suppose to be the most powerful team in the universe they must have fought some pretty tough opponents. I think giving him 4,500 wouldn't hurt. That still would make him an ant compared to everyone at this point in the series. He edges out Initial Nappa, but is stomped by anyone stronger.

Google Chrome	He thought his blasts would hurt Gohan and Krillin and was capable of reacting to them with Time Stop If he doesn't have it, he can react just as quickly but with the Paralysis instead

Aren't the paralysis and time freeze the same thing? Oh now I see what you mean, your talking about what he used to freeze Gohan and Krillin's body. Hmmm, I guess Guldo is that impressive. I doubt he's weaker than Raditz, though.
