I mean, he didn't even try to confront them head on and force them to retreat even though they're 21st Budokai tier at best. Either way, Kaioshin at the tournament and at the Babidi's Spaceship are like two completely different characters.

If he forced them to retreat, they would tell Babidi that Kaioshin knows of their location. Kaioshin at the ship is the same exact Kaioshin at the Budokai, unless one believes some sort of retcon went on. So no, Kaioshin isn't just scared of anything with a 'M' on it's head, or something that's Majin, he's scared of Pocus and Yakon.

Babidi's henchmen already knew what they were doing so it's not like forcing them to retreat empty handed would change anything aside from Majin Boo not being revived as easily. Besides, with their combined efforts they can easily take out Babidi and his minions.... which Kaioshin prevented. Kaioshin was either being stupid or a massive pussy.
