Yet, his power wasn't noted to surpass Goku's until he had his rage boost. SSJ Gotenks (Post) ? SSJ3 Goku (BoG) > SSJ2 Vegeta (BoG) > SSJ Vegeta (BoG)

Indeed it would, but perhaps that's why he was pressured into absorbing them? South Kaioshin was strong enough to oppose him and, because of his Kaioshin ki, posed a huge danger to him, possessing the ability to actually hurt/kill Boo. Then, after absorbing South Kaioshin, he saw Dai Kaioshin and assumed that absorbing him would have a similar effect as absorbing South Kaioshin did.
