She was admittedly never in a situation where a shield was practical or necessary, but if we assume that she doesn't, #17 takes the win easily, imo. I think so. The Daiz states that he can use it because he has an infinite energy generator. #18 should also be able to use it.

It's lack of evidence, because 17 is never really said to be "Many times stronger". Either way you look at it, they are close in power and in attitude. I think 17 still is stronger, but it's definitely not by much.

Since she was still a failure, Gero was forced to change their energy source, which is why we have #19.

That's how Cell absorbed him in the first place.

Yes, 16 > 17 > 18. I agree. There's no way to disagree with something that is known as fact. What we're discussing is if the difference between the twins is that significant and if they don't have other qualities as fighters that could play a role in the outcome of their hypothetical fight.
