There isn't much to support one being stronger than the other from what I know

Vegeta did not force Kid Boo to regenerate nor did he make Kid Boo growl angrily. Vegeta actually only landed a single hit whilst Kid Boo was offguard.

Are you sure that wasn't filler? Edit: are you talking about him throwing him on the ground with his head tentacle thing when kid buu was pulling on it?
