Remember that Nail said he might have defeated Freeza if he reunited with Kami.That a 2 times boost; it's only reasonable to make him a little bit more than half as powerful as first form Freeza (the form Nail has in mind).

Nail was outright astonished by the power Piccolo had when he first arrived. He said that Piccolo's power was unbelievable and he couldn't even imagine what kind of training the guy had done to get to that level. That easily puts Piccolo far above the likes of Nail alone. Now add in the fact that with Freeza being at 530,000 and Ginyu at 120,000, its not like there's a small gap for Piccolo to fill in. He could be as low as 150,000 and pretty much stomp every last person there. The issue is that Piccolo has too much of a gap that he could fall into which really gives him that edge.

I think he could be comparable to the power Goku showed against the Ginyu-Force.
