There are a million and one scenarios in which he could have beaten 17, but if in the scenario that truly matters he couldn't do it, it's a bit redundant assuming 17 wouldn't have been able to beat Piccolo again if they were to have another battle. If anything, 17 was the one who was too cocky to fight seriously in the beginning.

Posts: 790 Group: Member Member #5,932 Joined: March 30, 2011	I still think Piccolo expected to take 17 in short order and saved the hellzone grenade for 18 and 16. He would have been able to take out 17 with that if he had to.

Not only was Piccolo running out of steam, but there's no guarantee he'd hit 17. Like others mentioned, 17 won't just stand there and let Piccolo charge it to full. That's stupid. In the given scenario we had, 17 most likely wins as Piccolo wouldn't be able to fight for too much longer.
