I don't know if he is weaker, I've only heard that coming from people discussing about current Spider-Man comics.

Google Chrome	He's weaker than himself when he had the Other. The Other gave him stingers, organic webbing, and a 15 ton strength boost. Current Spiderman has none of that, but he does have martial arts training he used to stomp a prepped and Other powered Kaine.
