Tambourine>22nd Goku>22nd Roshi

Not quite. Goku said if he would beat Tamboruine if he had his full strength back.

Oh wow. I just did a quick browser check and found out I already made this exact thread a few years ago. I guess I'll look at that since no one is really answering the thread.

Tambourine wins. Tambourine easily killed Krillin, and I doubt Roshi would have an easy time with any of his pupils.

Roshi would easily stomp Krillin too. Ten held Roshi's strength in higher respect than Krillin or Yamcha's even before he took his shirt off. And was astonished by how Roshi was stronger than his master and he didn't even say that when he had his shirt on, and even then Roshi hadn't put out his full strength.

Roshi [Full Strength] > Tenshinhan [vs Roshi] ~ Roshi [Shirtless] > Master Shen > Roshi [With Shirt] > Krillin >~ Yamcha

Although I do agree that Tambourine beats Roshi seeing as Roshi thought he was surpassed by Match Level Goku and Tenshinhan's reaction about having an "amusing" match against Goku even after just fighting Roshi and seeing that he wasn't even using his full power. And I doubt Tambourine is under Match Level Goku, especially since Goku was implied to have gotten a Zenkai after his beatdown by Tambourine.

What implies that Goku got a zenkai? IIRC Goku wasn't even near death seeing as he had enough strength to run and steal Yajirobe's meal. And did eating heal him?

Roshi used himself, Shen and Muitato as an example about how Goku doesn't stand a chance against King Piccolo, implying that they were stronger than him at the time. However, when Piccolo confronted Goku he showed surprise that someone could knock him down.

Goku had already mostly recovered by the time he ran to the fish. He wasn't beaten to near death but we could tell he was out cold for at least 10 to 20 hours. That's enough for him to get a Zenkai. Gohan wasn't beaten to near death by Freeza's 2nd form, the most was him knocked out with Freeza stepping on his head and he got a Zenkai so I don't see why Goku can't.

That's the problem, Goku wasn't beaten near death before he recovered which is the very qualification of receiving a zenkai, so I don't see why he should get a zenkai since he didn't come back from the brink of death. Being knocked out cold for a while doesn't cut it.

Freiza stated that Gohan wasn't going to last much longer from his beating, Goku stated that Gohan was dying and Frieza was shocked that Gohan (post healing) wasn't on the verge of death (since Frieza wasn't there when Dende healed him). All of these signs point to Gohan being near death due to the massive beating. Unless Gohan has an accelerated healing factor, he wasn't going to recover on his own like Goku did.

And even if Gohan received a zenkai without being beaten near death by Frieza, his case would be the exception, not the rule.

That being said I'd back Jackie Chun for the for the win. He could somewhat keep with Tien who's near even with Goku who was outright demolishing Tamborine.
