The White Witch has her wand/spear and Gandalf the Gray has Glamdring.

If Gandalf stomps, the Witch gets to fight Gandalf after he's tuckered out from fighting someone

I don't know. Without his novel feats, Gandalf is pretty close to featless.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

The White Witch's freezing staff is the main aspect of this fight. If it hits Gandalf, he's frozen which means game over.

However, if Gandalf can shatter the staff, he should most likely win this battle; I can't see the White Witch battling the Balrog or the Nine like Gandalf did.

If you can determine the likelihood of breaking the wand, you can determine who would win.

Overall, I'd say that Gandalf should be able to shatter the staff and beat the White Witch more often than not. Gandalf should win.
We Super Saiyans are in a league of our own.

What if Gandalf was tired and off his game? Not to mention Gandalf has gotten caught off guard by far inferior creatures, Azog comes to mind

It might become even, but that's a vague condition honestly. How much weaker is tired Gandalf than regular Gandalf? Also, as aforementioned, how can you determine whether Gandalf will break the staff or be frozen by it? It's a cool fight certainly, but it's not a straightforward assessment.

Let's say Gandalf is as tired as he would be after the battle at the Black Gate. I know that was the White, but yeah. As for Gandalf being frozen or not, well, he's been tagged by Azog

Movie Gandalf is kind of a poop. Azog fought him somewhat evenly and the Witch King dominated him. Both of which are ridiculous, but if this is movie Gandalf, we have to take that into account.

Movie Gandalf is just inconsistent as f***. In one scene, he sends hundreds of goblins flying with a simple pulse attack and isn't even winded. In another, Azog knocks him on his a*** and Gandalf can't even knock him down. A couple of seconds later, he's shattering stone casually. I guess Azog's abs are tougher than stone and a hundred goblins?

Yeah, he can take on a Balrog, but not an orc. It may be justified in that he has restrictions placed on his power, which don't apply when fighting the Balrog. The thing is, I'm fairly certain that Gandalf violated those rules in The Hobbit. I don't think Peter Jackson actually cared to integrate that wrinkle into the movies.

Gandalf's best feat in the Hobbit was shattering a giant boulder with ease, sending hundreds of goblins onto their asses with a pulse, and blocking Sauron's tendrils that were smashing solid rock like it was paper.

That violates the rules plenty

Indeed. I did mention that in my post.

That just leaves us with a bunch of crap.

Anyway, ignoring inconsistent feats, I'd say Gandalf would win. He tanked Saruman's fireball and has that explosion attack that you mentioned.

Gandalf the White was the one who tanked the fireball and while it did knock the goblins over...it didn't seem to hurt them all that much. Even the fatass Great Goblin wasn't hampered all that much by the power pulse

Oh, I thought this was Gandalf the White, didn't read the title closely enough, sorry.

The attack I was actually thinking of was the one he used to try and repel Sauron, that one was definitely above what he used against the goblins.
