Both of them are in absolute health, which I mean Shishio doesnt have the 15 minutes limit.

Shishio has the flaming blade. And has the pre knowledge of Amakakeru ryu no hirameki.

Restrictions: Himura can only use the sakabato
Shishio can not use the explosive gloves

Depends on whether or not Shishio has knowledge of the vacuum (since that's what did him in as well as his 15 min limit). And which version of Kenshin is this? Shishio arc or Enshi arc?

Enshi arc Kenshin (final fight) > Beggining of Enshi Arc Kenshin = Shishio Arc Kenshin > Battousai Kenshin due to him finally finding his answer to atone for the crimes he committed as a hitokiri. He doesn't become a shadow of his past self until after the end fight when it's acknowledged that his sword style is crippling him.

In anycase I might side with Shishio assuming he has full knowledge of Kenshin's ougi while his is still a mystery. If he only has as much knowledge as he did in the story, I'd go with Kenshin.

How Enishi easily defeated Himura in the first round, where he falsekilled Kaoru.

Kenshin could barely overpower him, yet we have Shishio>>Enishi stated by several people in the manga

Kenshin[Shishio arc]>Kenshin[Enishi arc] it was stated by Megumi that he had damn lot of damage during the shishio fight.

You can say that Enishi was that strong because his style was designed to defeat Hiten mitsurugi though.

I assume If Kenshin cant use real katana he is doomed, even with the amakakeru ryu no hirameki. It was Shishio's disease what defeated him, not Kenshin.....It was like a draw.

Not really. Last I recall Kenshin broke Enshi's arm when he said that he was going to kill Karou and was blindsided by that big dude which allowed Enshi to utilize his plan. But to be honest Enshi wasn't trying to kill Kenshin according Sano.

The only time that was mentioned was in the beginning of the his first fight with Kenshin and he wasn't even trying at that point. Look at their surprise when Enshi turns up the heat and he's still holding back. Hell before Kenshin drew his ougi, Sanosuke isn't completely sure that Enshi is weaker than Shishio anymore (and Enshi is still holding back since he's not trying to kill Kenshin at his point). And in their 2nd fight Megumi notices that Enshi seemed stronger than in the first fight and Sano tells her that the first time he wasn't intending on killing Kenshin and that now Enshi is trying his hardest to kill Kenshin. He then proceeds to say that when factoring willpower then Kenshin is also stronger than before (click on the links in my last post). And this is all before Enshi activates Nerves of Insanity which greatly boost's his offense.

But he's healed up since then. Megumi told Karou that Kenshin should avoid fights like the one with Shishio since there's a chance that he could die from his injuries. She goes on to say that Karou has to get her act together since if there is anything that would keep Kenshin alive in those type of fights it's her. Megumi later tells Kenshin that his body is gradually deteriorating and says that he'll be fine for 4 or 5 years but after that he won't be able to use his sword effectively anymore. And according to Sanosuke Beginning of Enshi Arc Kenshin = Shishio Arc Kenshin. He's seen that version of Kenshin so if Kenshin was any weaker he'd notice it.

Kenshin's Amakakeryu Ryu No Hirameki did damage Shishio though. He was still hurt before his ailment took effect. Saito notes that he's feeling the pain of the ougi.
