Does fusion (dance) give a consistent boost? The manga seems conflicting about this.

-Gotenks is implied to have made huge gains in the rosat, but Goten and Trunks barely seem any stronger, suggesting it's not a consistent boost.

-Goku pretty much accurately guesses SSJ Gotenks [pre]'s strenght, and Gohan-Boo is able to predict that a Goku-Vegeta fusion won't be able to beat him, suggesting it is a consistent boost.

So is it consistent or not? Just bad writing?

Well Goten and Trunks probably did a ton of training while they were fused thus being stronger and more efficient as Gotenks.

I'm sure even if Goten and Trunks were to get marginally stronger it probably would have had a more dramatic affect when they fused.

Buuhan probably was so much stronger than Goku and Vegeta that their Gogeta would have gotten roflstomped.

I think the Fusions' power is composited from the two fusees, but can be increased independently through training while fused.

I have the same theory about SSj forms in relation to the Saiyan's base.

I don't think it is. Gotenks' gains being one bit of evidence.

Admittedly my other reasoning comes from Potara, but Goku thinks fusing with Mr Satan will at best do almost nothing and at worst make him weaker. When in reality fusing with Mr Satan would have made him half the strength of a non-rival boosted Vegetto if it was a static multiplier.

To put it simply:
Goku: 100
Vegeta: 100
Mr Satan: 1

(100 + 100) * 2 = 400
(100 + 1) * 2 = 202

Fusion is result is just guess but it can surpass the prediction by users.

Goku doesn't really predict Gotenks' strength accurately. All he does is say that they will definitely be able to beat Boo and be stronger than him, after seeing their individual powers.

He probably just thought at minimum they'd be stronger than him, which is vague.

I've noticed that fusion doesn't seem to be the least bit linear in its equation in either form. It's all rather quadratic if you ask me.
