They have the same name and Michael Jackson was close to his most popular around the same time.

Is Bubbles inspired of Michael Jackson's Bubbles?

I don't see why not. But Bubbles just seems like a standard name for a pet anyway.

Yes, it is. Here's what Toriyama stated on a guidebook section that explained the origins of the names of certain characters:
