Is there any way to truly prove this? We don't have any statements that talk about his ki level rising when he claimed he was "going to go all out in speed". I generally prove it by considering the following: -Cell takes the senzu bean and returns to the level that he fought Goku with. He has trouble hitting Gohan, and when he does hit Gohan it seemingly does no damage to him. -Cell thought that he had actually killed Gohan when he blasted him in the pile of rocks. Once again, Gohan took no damage from his attack. So we can see that this suppression level of Cell isn't even enough to damage Gohan when he thought he had killed him. -Cell raises his speed and is able to dominate Gohan. He was able to keep him down on the ground while the Cell Juniors were attacking the Z Senshi. Gohan tried attacking Cell once but was swatted away like a fly. Gohan wasn't necessarily damaged from the attack, but he was unable to get away from Cell, nor did he ever try again. Did Gohan just lose his Yuuki while watching his friends get destroyed by the Cell juniors? Or did Cell make a notable power up? |

1. Cell blitzed Goku when he upped his speed. He was likely just holding back his speed at that level. 2. As you pointed out, Gohan was never truly damaged except by Cell's long and loving embrace. I imagine he simply just stopped holding back his speed at that level, and Gohan was caught by surprise. |

I always imagined that Cell only increased his speed in the fight and his strength was the same as when he fought Goku hence him not damaging Gohan. FP Perfect Cell >>> Cell (Strength and Speed Increase Hypothetically) > MSS Gohan > Cell (Speed Increase Only) ~ Cell (Fighting Goku) >/>= MSS Goku |

Because there is nothing to counter lol. That's like saying Vegeta's power up against 4th form Freeza was equal to SSJ3 Goku's first power up because they both powered up for extended periods of time. It's terrible logic. |

You used power up logic while I used speed logic here. AT is still good in speed just like he did in DB, Freeza Arc and Cell Arc as well. And there's nothing support that Cell increase his ki while he increase his speed. |

Maybe Cell's one of those... "fast" fighters... where they have speed greater than their power suggests (like Gohan/Piccolo/Burter believe themselves to be)... but up until that point he had been using a speed level that matched his strength. So he simply shifts his Power:Speed ratio from 10:10 to 10:12 (which is his natural ratio). |
