Because, like Darker said there's not much of a theme between the two even on a good day. And well, Jotaro's stand Star Platinum cannot compete with Kenshiro, the stand's power is essentially punch good, but every feat it has Kenshiro tops it far more. Jojo's a universe based around interesting powers, and low strength and defence.

Mozilla Firefox Favourite Manga Berserk all day erry day	Yeahhhh it's 100% ATATATATATATATAT vs ORAORAORAORA here, though they are somewhat similar characters and obviously a lot of Jojo characters are based off Kenshiro as it is. Feeling like Kenshiro ought to win if not just because he doesn't dick around, most of the talking he does happens after he's already killed his opponent.

When it comes to anime, you've got a few sea-themed characters here and there. Arlong too, though he hasn't been put in any DB suggestion against DSK.

Off the top of my head, Knuckles had no way of competing against DK. Arlong would be relatively closer, however, at least in my opinion.

The fight would have to take place outside of the water though since DSK has absolutely no feats within it besides being King. Hody would be better because DSK has pretty good regen, there's no way Arlong could out damage him and water based attacks would probably do nothing. Unless we're talking about a different Arlong, I assume we're talking One Piece. Even just in terms of speed he'd fail probably before DSK gets wet.
