My personal choice would be... LoZ 1 (NES) LoZ 2 (NES) LoZ ALTTP (SNES) Link's Awakening (GBC) LoZ Oracle of Ages & Oracle of Seasons (GBC) LoZ Four Swords (GBA) LoZ Four Swords Adventure (GCN) LoZ Phantom Hourglass (NDS) LoZ Spirit Tracks (NDS) LoZ Twilight Princess (GCN) LoZ Skyward Sword (Wii) Reason why OoT, MM, and WW aren't on the list is because of their remakes on the 3DS and Wii U respectively and ALBW is still new. Full price for you is 60 bucks anyway. We pay 70-80. A lot of Wii U titles like Smash Wii U and Mario Kart 8 are $65 + Tax in Canada so it isn't very cheap lol. Well it could be or can't be. My expectation for a Wii U LoZ collection is that it would re-release everything that hasn't been remade like OoT, MM, and WW (ALBW as well do to it's recency) with things like all of the much older Zelda games (along with the handheld ones) and the GCN version of TP that's very rare to find along with SS to top it all of. That would be worth a full-priced Wii U game IMO.
