 This is rough. While Jack Bauer is a powerful brawler, he has no experience in martial arts. Bryan Mills uses a hybrid martial arts form called Nagasu Do, which effectively would defeat Jack Bauer in CQC. I'd say Jack Bauer is the best shot, but if there was no guns involved, Mills would win no questions.

 I don't know anything about Bauer, but Mills is a certified beast. He can't be stopped and even when he is, he finds a way out.
