Akira Toriyama isn't basing the movies on Dragonball Z alone, peeps. He is going by what he wrote himself, which is the manga. He wrote it as "Dragon Ball", not "Dragonball" and "Dragonball Z".

Pilaf has every right to be in the movies because he was an important part of the beginning of Dragonball and the only real person who persistantly wanted to Dragonballs and never wanted to give up his dream.
Your logic is flawed. He may have wrote it as dragonball, but fox knows damn well that won't sell. There's a reason the film, the merch, and the games are marketed as dragon ball z. DBZ sells more than little Goku and his friends at the three budokais or Toeis GT. You brand it as Dragon Ball Z and send Frieza back into the limelit so you better expect to have the relevant people in Z involved, not pilaf, not launch, not any of their Kind. And you know it is true, otherwise they would present the movie as Dragonball presents
Nothing wrong with selling it as Dragon Ball Z as long as AT is behind the script. If he wants Pilaf in it and Fox actually finds it funny, what's the issue?

I am aware DBZ (the name) sells better than Dragonball, but it doesn't change the fact that the base product is just 'Dragonball'.

There's nobody for them to really compare to unless you think Freeza's mooks are going to be in the hundreds of millions power level wise.

I'm sure they will get some decent fight scenes against Frieza's goons to make them look good.
But what will that prove other than they're stronger than useless henchmen who shouldn't logically have power levels more than a few thousand at most?

We know that Pan will feature in the movie since the movie takes place a couple of years after BOG, but is there any news on Bra? Bra was about the same age as Pan at then end of the manga, so she would have to be born pretty soon, I would have thought.

Akira probably always wanted Frieza to be the last villain. No other villain is as complete as him.. everything was done perfect in that saga..character development. Strong emotional ties and heartbreaking deaths. the story was complete. Hard to beat that imo.. great choice for the new villain.

This is true.

Freeza was always meant to be the most developed, or the villain that was the most complete. I am also fairly certain that Freeza is Akira's favorite villain he created. He likely has a lot of things in store for Freeza, even if he dies again in this new movie.

I liked most of the big villains that came after Freeza, but none of them felt whole, a lot of them sort of gave me the impression that they were just there to forward the story along, including Cell and Buu, and they're back stories were just so much smaller than what Freeza had for his. Freeza is obviously my favorite villain, but my support of him being in this new movie as the main villain isn't based on only that.

I've said it probably ten times now; Freeza is the best choice for the main villain, being that Beerus mentioned him several times. There's no need for a new villain, with a new face at this time, but I am sure we'll likely get one once this story arc runs its course and whether Akira has more plans.

I agree. The drop off of fans after the Frieza saga was noticeable and it was even bigger after cell. You just have to come to grips with the fact the story arc was most likely just supposed to end after frieza. I don't even think he had plans after that. In fact I would be willing to bet Akira had this story arc in his mind a long time ago...

The Frieza mention in BOG was a dead give away for me.. I just knew it wasn't just for cameo purposes... can't wait.

Sorry to burst your bubbles, but Toriyama never really had a direction for the series. He had planned on ending Dragon Ball after the Pilaf arc by his own admission. The only reason he really continued beyond that point was because he was pressured to do so:
