He's faster and probably punches and kicks harder but he doesn't have anywhere near the durability and destructive power towards energy attacks like vegeta. See? There's no can we put a number on that. That being said, it seems like the attack has more with to do with energy attacks and durability rather than physical abilities. So i personally don't think the fact that naruto is a bit physically stronger than vegeta even makes a difference. With the gap between each other in terms of energy, vegeta should be able to use this ability on naruto...IMO at least

It managed to easily tear through and destroy the humongous flower left by the Ten Tails' tree form, while other fairly destructive attacks had no effect whatsoever on it.
