Why is it than whenever Gohan cuts someone in half, be it the Cell Juniors or the Bojack gang, the screen turns blue for that moment?

To represent the fact that his power level and his speed is in an another "level" or "high order dimension".

It's an odd pallete though. This color change also happened Trunks impaled Kogu/Gokua

But if it's truly a matter of power advantage, why didn't the screen go blue when Bojack was crushing Base Gohan? Or when Zangya kicked Krillin's a***?

Its not about "power up".Bojack and Zangaya and probably all the other remaining villains and heroes(excluding fusions) in Z universe (excluding BOG) have "impressive power" but it's nothing when compared to the power within gohan.

In DBZ only Gohan, Broly(if you include movies) and Probably Goku (primarily due to SSJ3) are special cases, in terms ki, due to them having a "high order or dimension" of power within them.

It reminds me of when in a movie someone hits someone in the face so hard the screen turns black. Just to show how hard and painful that punch was.

Check got it right. I've seen it several times in movies, so I think it might be a nod to that.

Coincidentally, SNK has a trope similar to this, but it goes greyscale and red instead

I always thought it represented his cold nature at that level. Gohan is so reluctant to kill (even as a SSJ), SSJ2 has a different effect, he is borderline bloodthirsty at that level

Or "Toei" used "imagination".

Super Saiyan among Super Saiyans

In addition to what Checkmate said, perhaps it was also to indicate Gohan's intensity.

Not only is he significantly more powerful, Gohan is bloodthirsty, decaptiating Cell Jrs left and right. Gotta be one of the coolest and most intense moments in DBZ.
We Super Saiyans are in a league of our own.

They do that for a lot of the scenes where someone gets impaled. It's just to make the scene more intense

To my knowledge, only Gohan and Trunks have gotten this treatment. Goku was punching through people in GT like it was nobody's business and didn't get the screen
