Dende did re channel the wishing power so he could pull off two wishes. Perhaps it was outside his power because of his reduced wishing power and Dende's proportionate power to the androids. Alternately. I remember thar even Prounga couldn't just wish Goku back to Earth after his defeat of Frieza. Because Goku didn't want to come back. Perhaps an unwritten Dragon Ball Law is that the Dragon can't interfere with Free Will. 17 and 18 appeared to enjoy being Androids, wether they transformed willingly or not, maybe they didn't want to turn back. But they were OK with a minor component removal because, they didn't care about the bombs. That was Gero's thing, not theirs. |

Because then Krillin would wear the pants in the relationship by having the higher power level, which goes directly against the laws of the Krillin owned count! Seriously though: I am not entirely certain. I feel that Ace gave the best answer so far. |

The Android twins aren't just normal humans who have mechanical batteries plunked inside them or anything. Supposedly, the only major artificial parts in them are/were the remote control devices and the self-destruct bombs. But their power apparently came about from Dr. Gero doing some sort of insane genetic tinkering which caused them to have a vast amount of some kind of "naturally artificial" power. It's kind of muddy, but explains well enough why A) Cell could gain power and evolve by absorbing them, and 2) their power is "genuine" and vast enough that Shenlong couldn't directly affect or reverse it. |

Wait, I might be recalling this incorrectly but when Bulma was looking at the blueprints, didn't they indicate that they had metal endoskeletons? |
