To be honest i think having ieven Goku SSJ above Base Gotenks is not possible, looking at the reactions of the characters we clearly see hope when Base Gotenks is formed or at least compliments on his ki, nothing impressive was noted for someone like SSJ Goten or any other SSJ for the matter.

Goten and Trunks turn SSJ on the lookout and nobody gave a rat's a***. But when Base Gotenks formed, Roshi and the humans were going ballistic. Base Gotenks > SSJ kids is a must.

His reaction from the Japanese manga is "Gu...!" as if to be pushed back by their power. Nobody else on the lookout reacted. Gotenks forms and everyone is going nuts, Piccolo doesn't because he knows he's still too weak to beat Boo. Piccolo even goes on to say, "no matter how incredible you may be, you're nothing compared to Boo", showing that he still thinks higher of their fusion then he did when they were individuals.

The Earthlings' reaction to the kids' full power is not shown, so they could have reacted the same to the Super Saiyan kids.
