Are people generally afraid to act impulsively? It seems to me that people think too much before acting or speaking. Or they are reluctant to act silly because they don't want to look stupid.

People should do whatever silly thought is on their minds more often in my opinion. It makes one's day feel less boring.

People are reluctant to do anything because of "political correctness" and offending someone else, which makes them look unfavorable to the general public. It seems like you can't say or do anything these days without offending a group of people who will make a huge stink out of it. It's downright stupid (I bet I offended someone with the use of that word).

i dont really have much to say since you guys have said what was on my mind, but yeah I agree with u2, although i do think that being tactful is also a good trait to have. just depends on the situation and the people around you, really.

Yeah sometimes people think a bit too much. Sometimes I think it's better to just go and do what you want to do. Unless it's a big deal. It just depends on what you're doing

You guys act as if being impulsive is such a great trait or thinking before you act is a bad thing. Not everybody is going to blurt out everything that comes across their mind or just do a bunch of s*** before thinking.

There are definitely times when you shouldn't let the way you think other people may feel about you (because remember, we don't actually know what people think of us, we can only guess, and most of the time we project our own insecurities into other people's minds just to give us an excuse not to do something) stop you from doing something e.g. talking to a girl you find attractive, having fun and being silly/stupid with friends, dancing etc.

I think there's a fine line though, between being confident enough in yourself to not care what other people think of you, and just plain being an a*****. Like buuberries said, being tactful is an appealing quality in a person. If you know something you say will hurt and offend someone (racial slurs, insults etc), just don't say it. And if it's a joke or a way of talking, surround yourself with people who know, and accept, your sense of humour and vernacular. However, if you can truly say that you didn't intend it to be offensive or hurtful, and the person doesn't accept that, that's another case when you should be able to walk away and not care what that person thinks of you, because you know that you weren't intending to be offensive, even if they don't.
