One of my favourite matchups of all time.

Conditions:

Distance is 10 meters.
Jiraiya starts in Hermit Mode to avoid getting destroyed earlier.
Knowledge is full on both sides.
Itachi has good eyesight and won't die due to the illness.
No items, fox only, final destination.

If you go by the anime then Jiraiya and Itachi are equals, where Jiraiya has a slight edge. Manga wise people make the excuse that Itachi didn't want to hurt anyone from Konoha so he decided to run away (or he got weaker from using ameterasu on Sasauke earlier). I guess you can argue based on what Kisame said (paraphrasing) "why do you have to run away", implying that Itachi should be able to take Jiraiya.

I personally see it as somewhat of a toss up. Starting Jiraiya in sage mode gives him a decent edge against Itachi, while restoring Itachi's vision gives some unprecedented wildcard which is anyone's guess. Personally would give the edge to Itachi for being able to spam all the mangyeko techs.
I don't think they'd be that useful really Genjutsu wouldn't work and with Sage Mode Amaterasu wouldn't hit. Susano'o seems to limit movement either at least at Itachi's stage so he couldn't blitz over and get some swings in.

I feel Jiraiya is far more equipped with techniques and experience to take on Uchiha's than most characters it's a shame that was never really utilized.
That's only if he covers his eyes tho. He didn't exactly jump to it when fighting Itachi, and Kabuto is the knowledgeable type.

Greetings. I will be your waifu this season.

Just because Itachi is skilled with Genjutsu doesn't mean he could pull it off on everyone without difficulty, Jiraiya should know plenty about him and Uchiha in general to just never look at his eyes. Plus the toads are directly touching him even if he was put under he'd be out right away, Itachi wouldn't get enough time to mess Jiraiya up the same way he did Kakashi.

The toads would be pretty much impossible to Genjutsu they can keep their eyes closed the whole time and it would only make sense to they're only necessary for gathering Nature Energy and their eyes need not be open for that.

About sensing, fairly sure Jiraiya should have had it but probably not to the same extent Naruto has he probably got taken by surprise because plot.
It's still blatantly obvious when Itachi is about to use Amaterasu anyway and I'm sure Jiraiya knows about it why wouldn't he? If Sasuke can dodge it without sensing surely SM Jiraiya could.

Given that Itachi hit Sasuke also and didn't realize that he'd escaped below he was obviously not holding back, his mastery of the technique is really weak.

This fight wouldn't really last that long.

The main problem is still genjutsu IMO since he could sense the ametarsu coming. He can still cast genjutsu from his finger even if he avoids eye contact, and we know that even if you're careful you can get screwed over if you aren't covering your eyes. Or else Kabuto wouldn't even bother with it. I doubt he was just being overly cautious.

Well he wasn't really fast enough to be able to handle Itachi Body Flickering over and putting him under right away probably why he done it.

Genjutsu depends on intel really if he's at his level of knowledge from when he fought Pain then he should definitely know Itachi can cast Genjutsu with hand movements(however that works) knowledge before that...ehhh, maybe.

If he knows about it all he has to do is end the fight quick, bog or goemon(toad oil bath move) and then if needed a Colossal Rasengan to smash through Susano'o and Itachi.
Pretty sure goemon would be devastating enough anyway should easily have destroyed Pain were it not for the Preta Path.

Doesnt really change much though, Naruto with nine tails chakra is definently faster than Sage Mode, he has feats like dodging the Raikage's fastest punch something only Minato has managed, Tsunade was even impessed Naruto at this form could keep up with the Raikage, also he has strengh feats to, i believe Naruto would use Sage Mode if it was better. If Itachi can handle that Naruto then he could also handle an unperfected Sage Mode Jiraya at taijutsu, at least thats only my opinion.
Yeah but speed ain't all that if you lack the power to defeat your opponent Itachi is one of the fastest characters and has the Sharingan which means he can take on characters much faster than him the same way Sasuke took Naruto on in Part I.

The reason he used Sage Mode for the Third Raikage was most likely due to the offensive boost it provides. Sage Mode remains relevant because it gives him better physical attributes NTCM is just speed and reserves no defence or physical might.
That he sprained his ankle upon activating it shows he's not nearly as durable in SM he fell off a mountain on to spikes and was totally fine.

SM Naruto vs Itachi in Taijutsu would be a different story blocking his hits would mean getting whatever he blocked them with broken, even though Naruto probably isn't faster than Itachi in that mode or at least not by that much. Same with Jiraiya his hits would be too hard for Itachi to block he'd need Susano'o right away to stand a chance.

Also NTCM has more of a travelling speed than fighting it more or less makes him run faster than completely move faster.
I mean we've never seen him blitz someone and go all DBZ with punches on them when with his kind of speed he should be able to or like throw multiple kunai extremely fast. Nor did we see him take out any White Zetsu's with anything but chakra arms and Rasengan's, suggests that he lacks the physical power to just punch their heads off and conserve energy.
But NTCM Naruto also has ver good strengh feats, here are some good feats from the form:

"As with all jinchūriki transformations, the Nine-Tails Chakra Mode gives the user increased strength, speed, and defences. The Nine-Tails Chakra Mode's increases are noticeably superior: Naruto becomes strong enough to push a fully formed Tailed Beast Ball through a multiple layered barrier with just one arm, neutralise White Zetsu with a single kick despite their durability, and, in collaboration with Killer B in his full Eight-Tails form, knock down the Demonic Statue of the Outer Path with an uppercut. Naruto's durability is also very high in this form, as he was able to endure extreme heat with only minor burns, and withstand the Ten-Tails' Tenpenchii, suffering only minor physical wounds and the loss of his shroud."

If i remember well one of Pain's was able to fight SM Naruto for a bit, i think Itachi could hold his own without actually getting broken bones, plus like you said Itachi woukd be fast eough to not get hit by Naruto's blows. His combat speed is impressive, he did dodge the Raikages fastest punch, doesnt that clarify for combat speed?

He doesn't seem to have nearly as good durability in NTCM though it seems almost as if he has good durability towards chakra based moves but SM has durability to all kinds of blunt force moves on top of that.

I don't think breaking those barriers can really be attributed to physical strength though the Bijuudama was no doubt what drilled through.

And yeah but the Path's have great durability due to body modifications, more so than Itachi for sure and I'm not sure what you're referring too he want hand to hand in base against the Tendo path and I think the Preta Path blocked him at one point but then he owned it with one hit from Nature Energy.

Jiraiya smashed the first Animal Path's face in with one kick so their strength can't be that far apart.

Well yeah Naruto can dodge that punch but I doubt Itachi could his eyes wouldn't be able to keep up with Raikage if Sasuke's couldn't, Naruto's hand to hand combat speed doesn't seem that superb in NTCM it's more of a blitzing speed really.

Somehow using Sasuke as a measuring stick to gauge Itachi seems a little skewed. Especially given the fact that Itachi has always been portrayed as more talented, more skillful and better trained.

In reference to their eyes?

Regardless of skill and training I'm pretty sure Sasuke had greater potential and eyes(especially since he's a transmigrant)
Sasuke broke out of Tsukiyomi with 3 Tomoe so I think it's fair to use his eyes as a measuring stick.

I forget why we're talking about that though

Anyway nothing suggests NTCM was physically stronger than SM Naruto and Jiraiya shouldn't be far off the latter, I don't doubt that with a Colossal Rasengan he could smash through Itachi's Susano'o, he'd just have to knock him off balance first to avoid the mirror.

I guess i agree in the end that Sage Mode > NTCM at physical power, but its obvious to me that it is still slower than NTCM, and if Itachi can fight equally against it then Jiraya will not be able to block them.
